碩士 / 國立臺灣師範大學 / 地理學系 / 105 / In prevention of hazards during the typhoon and rainy seasons, the government has constructed a series of flood preventing systems and structures along various rivers and at drainage outlets. These constructions have greatly reduced the opportunity of flooding hazards in urban areas. Date back to era of the Taiwan Provincial Government, the Public Housing and Urban Development Bureau had made plans for the underground storm drains system and trunk lines according to the conditions of that time. These plans were then used as a reference to construct drainage systems after. For underground storm drains management, the local governments now is lack of comprehensive records of the current conditions. Only printed version of earlier maps and data are available, due to the limited computer technologies at that times. It was also difficult to preserve and maintain records of completed projects. As a result, the administration has difficulties to understand the whole drainage situation in affected areas during typhoons, heavy rain, flooding, and other natural disasters. Therefore, it is very difficult for them to promptly addressing these issues or proposing responding strategies. Since the early 1990s, the geographic information system has been introduced to the administration for spatial information management. The aim is to employ digital methods to import maps, data, CAD files, and other information of underground drains into the GIS database, thereby facilitating subsequent searches, management, and applications. The goal of this research is to make use of the recent rainwater facility survey and convert the survey data to establish a storm drains database. So the information can be easily shared among relevant public agencies and other pipeline management organizations. The proposed database can also be used in hydrologic analysis software to fully leverage the benefits of data integration.
