The study of the establishment and recruitment regulations of in-shore international schools in the Republic of China / 我國境內國際學校開放規範之研究

博士 / 國立臺灣師範大學 / 教育學系 / 105 / The purpose of this study is to review the current situations and problems of the establishment and recruitment regulations of in-shore international schools of the Republic of China to propose the improvement suggestions for the related policy and regulations. For this purpose, the researcher constructed an analytical model, applied comparative study, document analysis and interviews, and came up to the following suggestions for the government: First, redefine “the in-shore international schools” in a prospective vision. Second, apart from the expatriate schools, allow the establishment and recruitment of international schools (narrow definition). Third, regulate the expatriate schools according to the international law. Fourth, regulate international schools (narrow definition) according to the GATS education service regulations. Fifth, the expatriate schools implement problems need to be solved.

The research skip the expatriate schools regulation framework restriction, proposing foresighted improving suggestions. The constructed “International School Opening Regulation Framework Analytical Model” is very useful for analyzing and comparing the regulations of in-shore international schools of respective country.
