The Research on Fishing Boat Emergency Notification System via Genetic Algorithm / 基因演算法於漁船應急回報系統之研究

碩士 / 國立臺灣海洋大學 / 運輸科學系 / 105 / When the marine accident is happened on the sea, vessels usually will sending the distress message and real time “May Day” information, from the Global Maritime Distress and Safety System (Global Maritime Distress and Safety System, GMDSS) which combined the satellite systems and radio systems will be the mainly choice for search and rescue mission.
However, due to the lack of satellite system’s data security, the pirates are easy to intercept the hijacked ship distress message. Hence, it may be hazardous the safety of the kidnapped hostages. In addition, the communication fee of satellite system are more expensive, fishermen usually do not want to pay the transmission fee without subsidy by government. For this reason, this study has combined the Automatic Identification System (AIS), Genetic Algorithm (GA) and Maritime Geographic Information System (MGIS) for developing a novel intelligent radio emergency notification (IREN) system for fishing boats. This system can be used to provide them for solving problems, such as: transmission distance, data security and communication fee. The GA is used to organized mobile transmission network, and finding the best relay back path via time index (Ship Escape Time Index, SETI) form shore base station. In the meantime, the nearby patrolling coast guard ships can also receiving the distress alert message for starting the search and rescue mission. The MGIS is used to display and analysis platform which display all the spatial calculated information, and integrated all useful information quickly.
In this study, the concept of its radio relay mechanism has been proposed, and try to develop a novel intelligent radio emergency notification system, which combines with AIS, GA and MGIS. It is proposed as an alternative to distress system for fishermen. In addition, the communication networks are constructed by IREN system, is not only used on critical situation, but also as transmission networks for routine information transmission. It is proposed the nearshore ship communication services, and provide another choice to reduce the cost beside satellite communications. Regarding to the no power supply or power consuming limitation, the ultra-narrow frequency radio system has been proposed for rubber rafts, sampans and other small fishing boats, especially, covering its near shore radio communication network for small fishing boats, therefore, the accident of fishing boat can be reduced and the application of maritime radio network will be more convenient and effective.
