A Study on Selection Criteria on Air Express and MaritimeExpress Consignments / 選擇海空運快遞決策模式之探討

With the change of current cross-strait political situation, in the general pattern of global trading, "Mini three links" lays a foundation for the cross-strait interactions. Nevertheless, driven by cross-strait flights as well as the need to promote cross-strait economic and trade relations, there has been emergence of various forms of transportation services. Among others, e-commerce has gained increasing development, and its cooperation with express delivery industry has been expanding in scope; in another respect, the volume of express delivery presents a rising tendency between Xiamen and Taiwan — accordingly, the cross-strait shipping and express delivery businesses are created.
In this context, this paper explores the comparison of different forms of transportation methods and evaluation criteria for shipper and forwarder; it seeks a proper, scientific analysis for evaluation of air express, air express through "Mini three links" and maritime express, and probes into the factors, criteria involved in the shipper, forwarders' choice of transportation methods, aiming to enrich the data for the evaluation in the future, and provide references for express delivery personnel, together with the decision makers.
Herein, the AHP (Analytic Hierarchy Process) method acts as the primary base of the research method; the research takes shipper and forwarder as its objects; expert questionnaires are distributed, from which analysis results are produced. Through the research, 12 sub-criteria along with 3 perspectives (i.e., speed, administrative restraints/service quality, and price) in the forwarders' evaluation of air and maritime express are formulated, and 11 sub-criteria, 3 perspectives (i.e., speed, administrative restraints/service quality, and price) in the shippers' choice between air and maritime express are established.
According to results of the research, speed is the first element taken into account in the forwarders, shippers' evaluating of the transportation schemes. As for the forwarders, "custom clearance speed" is the evaluation criterion of most importance; as to the shippers, "timely delivery of the cargo" comes first. Besides, in the evaluation of three forms of express, both the forwarders and shippers see air express as the first choice.
