碩士 / 國立臺灣海洋大學 / 航運管理學系 / 105 / Ballast water management convention (BWMC) was established and entered into force by the International Maritime Organization (IMO), which must perform the installation of the BWMS before its entry into force on 8 September 2017, With the exception of the specific ships, the ships of fixed inland lines, and the ship’s capacity of ballast water more than 400 tons, all ships are required to enforce the installation of the ballast water management system (BWMS) before 8th of September, 2017. It is a problem to the ship owners because the ships need to be installed the system in less than three months, and the installation takes a week, let alone the cost of BWMS equipment is much higher. There are about 40 thousand ships are awaiting to install BWMS, lack of equipment and the space of shipyard dock, and other factors will delay the installation. Therefore, some members of IMO suggest the extension. On the other hand, a report shows that there are about 70 sets of equipment approved by IMO and 3 sets of equipment approved by USCG. Since the installation of BWMS is required, it is necessary for the ship owners to understand the various BWMS systems in order to evaluate the application.
1.At the 70th meeting of the Marine Environment Protection Committee (MEPC 70) held in London in October 2016, IMO has announced that the draft amendment to A.1088 (28) will be finalized at MEPC 71. The revised draft content refers to all the ships should be installed BMWS during the first inspection of the International Oil Pollution Prevention Certificate (IOPP) replacement after the effective date of 8th of September, 2017. There is an alternative plan, suggested by the members of IMO, MEPC 70, the extension of implementation for the revised draft of A.1088 (28) until 2 years later. Which means, the first test of international oil pollution prevention certificate (IOPP) replacement for installation of BMWS will be implemented on 8th of September, 2017. Either the draft revision of A.1088 (28) or the alternative of the MEPC 70 will be decided at the next MEPC 71 meeting.
2.The research has interviewed 11 managers of ship companies in the experience and the suggestions for BWMS, and found that the main considerations are system security, easy operation, price and maintenance. The details are the route, system configuration and supplies costs and result shows that the system security and easy operation are more important. The stability of the system itself and the configuration impact the board safety, whereas the easy operation for the crew will reduce the failure probability.
