Promotion, certification and implementation of marine eco-labeling: A case study for the Taiwanese sergestid shrimp fishery / 海洋生態標章之推動認證與實踐:以臺灣櫻花蝦漁業為例

Being aware of global food safety and conservation, eco-labeling has been highly emphasized internationally, with the development of certification system among countries, and has been used for fisheries management to maintain the fisheries and sustainable use of the resources. The control system of eco-labeling for fisheries management is based on markets, which means the compliance with standards and practices in regulation and management.
The Taiwanese sergestid shrimp fishery in Tungkang, Pingtung, was chosen as a case study to examine the application process for eco-labels through literature review and interview with stakeholders in this study. We reviewed the issues when applying eco-labels and the role of government in certification and control process, and then provided management suggestions for future improvement. Resutls are summarized as follows. The Taiwanese sergestid fishery is currently well managed, with sufficient information on biology, environment and ecosystems from scientific research, when compared with the other fisheries. However, the fishery lacks a long-term, integrated management system to collect scientific data, which disables the set-up of reference points for fisheries management, reduction of bycatch in the fishery, and investigation and monitoring of the ecosystem.
Results of pre-assessment among the application of eco-labeling showed that MEL (Marine Eco-Label) has the potential to obtain successfully compared to MSC (Marine Stewardship Council). MEL could serve as target in the initial development stage for the Japanese markets, and then the management system for the sergestid fishery should be improved to apply MSC in the future for international markets. The certification of eco-labeling could be financed by government initially and annual inspection fees could be supported by the management system. Marine eco-labeling certification has become a tool for international fisheries management and resource conservation. Eco-labeling has been proved to be beneficial in fishermen livelihoods, sustainable use of resources, and development of the fishery. An environmentally friendly fishery with eco-label certificated could substantially reduce the investment of fisheries resource recovery.
