Youth's Motivation for participating in poverty alleviation programs: "Let your dreams set sail" in New Taipei City as an example. / 青少年參與自立脫貧方案之動機探討:以新北市「夢想起航」自立脫貧方案為例

碩士 / 國立臺北大學 / 社會工作學系 / 105 / “Living in poverty” affects young people who lead such a lifestyle, which passes on by means of intergenerational transfer. In order to assist the disadvantaged groups through poverty alleviation, the counties and cities in Taiwan have developed diverse service plans. Among them, the Social Assistance Division, Social Welfare Department, New Taipei City Government implemented “Let your dreams set sail- The poverty alleviation program in New Taipei City” in 2017, in the hope of assisting the second-generation children from low-income households through poverty alleviation. In order to gain an insight into the relevant factors affecting young people’s participation in the poverty alleviation program, the KAP model was adopted in this study as the basis. Targeting the young people eligible for “Let your dreams set sail- The poverty alleviation program in New Taipei City”, a questionnaire survey was conducted. A total of 117 valid questionnaires were recovered. SPSS statistical analysis was carried out to further determine whether the participants’ knowledge about and attitude towards the poverty alleviation program affected their willingness to participate in the said program.
Research results show that the participants with different background variables had greater variations in their answers for “knowledge about the poverty alleviation program”, although they were all more informed about “asset accumulation measures” related planning and showed higher consistency in “attitude towards the poverty alleviation program” and “willingness to participate in the poverty alleviation program”. A higher ratio of people showed positive expectations and interests and were willing to participate in various planning measures for the poverty alleviation program and the overall poverty alleviation program. However, they had little interest in “national army recruitment activities”. The male participants’ scores in “knowledge about “community and industrial measures” and “knowledge about social participation measures” are higher compared to the female participants. The higher the education level of the participants, the lower the expectations for the poverty alleviation program and the lower the willingness to participate in social participation measures, community and industrial measures, as well as the overall poverty alleviation program. Furthermore, the higher the number of members in participant’s households with working ability, the lower their interest in the various poverty alleviation program planning contents. The Pearson’s product-moment correlation analysis further shows that “knowledge about the poverty alleviation program and attitude and participation willingness” related dimensions are all positively correlated. Hence, the more knowledge the poor young people have about the various measures and the more positive their attitude towards the poverty alleviation program, the higher their willingness to participate in the said program. This analysis result coincides with related studies that use the KAP model as the basis.
