The Research of Marine Duty Subsidies from National Armed Forces / 國軍海勤勤務加給之研究

碩士 / 德明財經科技大學 / 流通管理系 / 105 / It is the mission and responsibility of national army to build reliable power in the battle to safeguard people facing the threat of current enemy, military security challenge, regional sovereignty conflict, and other issues; they achieve the goal of “deterring threat and preventing war” based on the maintenance of national interests and set up modern troops that are effective in defense operation to maintain smooth operation of Taiwan Strait and maritime security, which require Navy ships at day and night to fulfill tasks especially. With transform of army service system and low birth rate in recent years, for officers and soldiers serving in naval units, it is essential for them to master the way of enrolling voluntary youth to contribute on the ship, achieving recruiting goal and solidifying manpower at basic level in the face of small living space and environment adaptation and other issues.
Raising up salary as an incentive is not only an important indicator of recruiting talent, but also the most immediate way. In addition, due to that military, public servant and education circles haven’t raised salary for many years and annuity reform is coming soon, there have been positive and negative viewpoints whenever discussing this issue. In view of annual salary raising operation for the whole military, public servant and education circles is the responsibility of the Executive Yuan, and it has been executed by relevant systems, this is not the scope of discussion in this study and this study only investigated on the trouble shooting for the operating unit.
The officers and soldiers of Navy units receive the amount of naval duty bonus that varies with the type of warship and duty department they contribute in addition to the monthly fixed salary. However, due to the reason that they have proposed to raise up duty bonus with the reasons like hardship of tasks and narrow living space and others for several times, which becomes the issue those legislators and executives at all levels concerned. Officers and soldiers desire to increase service bonus. However, how shall it be adjusted to call reasonable? Who shall be the final say? Officers and soldiers who serve on the ship or the competent authority shall enact the final reviewing right?
Endowment effect is one of the important researches in the decision-making field. It indicates that people’s level of judging the value of their own items is higher than that of judging the value of the same items owned by others, that is, the question of whether the items belongs to or not belongs to them would affect how they judge the value. This study used the concept of Endowment Effect to screen out the responsibility and task risk these national military officers and soldiers shall bear behind the receipt of duty bonus by questionnaire and analyzing via Fuzzy Delphi Method, the degree of consensus behind how much they would transfer such responsibility and risks and executing tasks, discussing the most appropriate level of adjustment for naval duty service to meet the actual needs of duty officers and soldiers, thereby making them serve in the unit with full satisfaction and solidifying grassroots manpower, maintaining ceaseless combating power, and setting incentives to recruit, retain and motivate talents into military units to create a new era of national army.
