碩士 / 國立雲林科技大學 / 科技法律研究所 / 105 / Greenhouse gas emissions accumulate rapidly through industry flourishing and technology changing with each passing day, resulting in more and more serious greenhouse effect. In recent years, climate change intensified, leading to the emergence of abnormal weather and even taking away the lives of countless people. We can not help but think about “Do we really need so much electricity?” and “Can we use cleaner energy to reduce greenhouse gas emissions?” According to the data provided by 4C Offshore, the Taiwan Strait is well suited for setting up wind farms for offshore wind power generation. Taiwan Power Company also mentioned that most of the land-based wind farms are developed, so wind power will develop towards offshore. Thus it can be seen that development of offshore wind power will be set as objective in the near future in Taiwan.
However, United Kingdom is the largest offshore wind turbine installation country of the world. Not only because of advanced technology but also coupled with a certain degree of development history, United Kingdom becomes a world-renowned country on rapidly developed offshore wind power market and industry. Moreover, there are corresponding policy and legislation in United Kingdom. As a result, United Kingdom is a great model to have in-depth discussion and analysis when it comes to developing offshore wind power. Taiwan can also take United Kingdom’s successful experience to develop its own offshore wind power.
