The Research of Risk Management on Preventing Ship's Stranded Oil Pollution / 預防船舶擱淺溢油污染風險管理之研究

Oil spill incidents in the waters of Taiwan frequently occur,but the mechanism of dealing with oil spills is not deployed promptly until the incidents happened for quite a while.That made officers find themselves in straitened circumstances due to a finite amount of response time.This style of management is called a passive management mechanism.In order to make management become more efficient,this paper explores that the mechanism could be initiated earlier so that officers can take preemptive strikes based on proper preventive measures,to prevent stranded ships and oil spills from happening.This mechanism is called”Risk Management”.This approach is based on two dimensions.The first one is about preventing ships from being stranded and the second one is about avoiding oil spill incidents when ships are marooned.These two dimensions allow officers to monitor rough sea,inappropriate routes,and illegal ships.When shipwrecks occur,officers can immediately initiate the mechanism of oil pollution management.
