A Study on Public Transportation Protection: Case Study on Taiwan High Speed Rail Luggage Bombs / 公眾運輸安全防護研究:以高鐵行李炸彈案為例

Public transportation and people's life become closely related. At 9:00 on April 12, 2013, a luggage with two petrol bombs placed on Taiwan High Speed Rail (THSR) 616 train that bound for Taipei from Taichung. The perpetrators attempted to explode petrol bombs at THSR in order to cause serious injury to passengers, disrupting social order and affecting the financial markets. Fortunately, the bombs did not successfully explode to cause a catastrophe. The police investigated quickly and found the chief suspect is a lawyer called Hu Zongxian. This crime belong to white-collar crime, Hu led the entire crime plan and hired a helper Zhu Yadong with high salary to assist him in the delivery of luggage bomb to execution plans. With multi-point attacks and immediately go abroad after the criminal, this criminal is classified as malicious attacks.
Because public transportation systems emphasize service and convenience, does not have stringent security checks. In addition, public transportation accessibility is high, pervasive and time-bound, with large passengers and tight transport networks. If terrorist attacks public transportation, it would trigger social concerns and public panic. Owing to these characteristics, public transportation become the best attack target of terrorist.
By this case, check domestic public transportation protection and conduct interviews with key cadres involved in this case. From the perspective of preventing lone wolf attacks, identifying the fragility of public transportation and strengthening the trasportaion protection. I give suggestions for improvement to strengthen the public transportation protection.
