A Comparative Study on the Elevator Braille Signage Systems in Public Buildings in Hainan Special Administrative Region / 公共建築物無障礙電梯點字系統之研究 -以海南特別行政區為例

It is hoped that the investigation of barrier-free elevators will enable the visually impaired to step out of the darkness, face the outside world, and have the courage and determination to re-live. Taiwan’s population structure is gradually moving towards an aging society. According to the Executive Yuan’s Economic Development Committee, the total population of people aged over 65 in the next 20 years is estimated to be as high as 20% or more. Therefore, the Taiwan government attaches importance to providing access to space facilities. No delay. I hereby make suggestions and hope that the government will be more active in the administration of barrier-free environment. The basic human rights without hindrance to the line and space are the expectations of people with reduced mobility!
The People's Republic of China announced in 2018 that the visually-impaired people in the Hainan Special Administrative Region will have about 68,000 people; therefore, the demand for vertical movement of the visually impaired will be investigated and researched on Braille-free elevators in the Hainan Special Administrative Region.
In order to make it easier for the visually impaired to travel to the Mainland for study, travel, business, etc., and to use elevators more easily, this article selects barrier-free elevators for public buildings in the Hainan Special Administrative Region as the object of investigation and research. Reference and use of impaired persons.
This article investigates and analyzes the status quo of barrier-free elevator braille system in Hainan Special Administrative Region, and discusses the current situation of barrier-free environmental planning; the Hainan Special Administrative Region distinguishes six cities in the four regions of North, East, West and South for investigation and analysis. Based on the implementation status of the public building elevator braille system in the Hainan Special Administrative Region and Taiwan, and the details of the detailed design and construction, the cross-comparison analysis and discussion were conducted using the QFD calculation weights. The amendments to the building regulations and the provision of visually impaired education units in China as the basis for the examination, and the provision of considerations for Universal Design for the construction of elevator braille in the future.
The main research results of this study are as follows:
1. Complete the status quo investigation of accessible elevator braille system in Hainan Special Administrative Region.
(a) Design level: The sub-item for the internal main keyboard keys of the elevator [Sh ang x ying/ ing], [Down (x ya, ia x ying/ ing)], [Warning (j ying/ing l) Ying/ing)], Kai (k ai m en), [Guan (g wan, uan m en)], and [floor (1)] are 6 items of analysis results with an average accuracy of 29.9% in the design level.
(b) Use level: Analysis of braille positions. After investigation, the study found that the elevator braille patch was applied to the left side of the (a) key; there was 10.8% (b) of the key in the inner bottom; there was 84.1%. According to the mode of behavior of visually impaired people using braille, discuss the current situation.
(c) Construction level: Since the barrier-free elevator buttons in the 2.Hainan Special Administrative Region adopt the overall setting, the error rate is low. Therefore, only three units accounted for 3% of errors in the construction layer.
(d) The main keyboard configuration form: Based on the horizontal layout AOF of the main keyboard, the form analysis is performed. The main keyboard horizontal configuration AFO is about 84.2%.

(b) Eastern Divisional Grade: a (0.0000~1.6623), a+(1.6624~1.6710), aa(1.6711~1.6947), aaa(1.6948~2.000), etc.
(c) Western Divisional Grades: a (0.0000~1.6725), a+(1.6726~1.6751), aa(1.6752~1.6907), and aaa(1.6908~2.000).
(d) Northern Divisional Level: a (0.0000~1.6676), a+(1.6677~1.6801), aa(1.6802~1.6982), aaa(1.6983~2.000), etc.
(e) Levels of the Southern Division: a (0.0000~1.6482), a+ (1.6483~1.6676), aa (1.6677~1.6751), and aaa (1.6752~2.000).
3.Third, establish the basic reference materials for the general design of domestic elevator braille system.
4. Establish a comparative table of comparisons between the Hainan Special Administrative Region and the Taiwan Braille system.
5. Proposals for the planning and construction of barrier-free elevator braille systems in Taiwan.
