Construction of the Outline of Domestic Dive Search and Rescue Course / 國內潛水搜索與救溺課程綱要之建構

Whether it is an open water shipwreck or a semi-closed /closed water drowning accident, the capabilities of the rescue units and personnel are tested while facing new crises, new mission environments, new challenges and occurrences of disaster.
The author has had the privilege of being employed as an diving instructor for the Kinmen Fire Station from 2011 to 2017 . From the feedback on teaching and learning,the taching quality and ability has been further improved. By studying the curriculum, establishing the concepts of professional diving search and rescue, writing a training syllabus, and enhancing the leadership , a feasible training model is expected to be constructed to balance the rescuers’ safety and effectiveness in aspects of individual , teamwork and leadership .
This study adopts the “action research approach “ to initially construct the outline of diving search and rescue curriculum in the way of observation, reflection, actual verification, revision, and revalidation. As for the qualitative research methods , semi-structured interviews and content analysis methods are used . Experiences are extracted from the experts and scholars’ instruction and operation by analyzing the interviewing records with them . From the experts and scholars’ experiences and awareness , four parts are characterized , includinging internal factors (diving ability and mentality, leadership) and external factors (divinig environment and mission , diving equipment and training) in relation to risks , command and control, instruction , actual experiences etc. After synthesizing , comparing and analyzing the four orientations , the results are organized in accordance with the research purpose and questions to construct the Outline of Dive Search and Rescue Course.
According to the results of this study, the professional status of the dive rescue personnel can be elevated in the establishment of professional concepts; in the construction of the dive rescue training syllabus, the divers who complete the course are capable of conducting the mission and improving the teaching quality; in the advnace of leadership, the executive ability of the diving rescue team can be developed to raise the rescue efficiency and to improve overall rescue effectiveness.
Via the curriculum planning and simulation exercises, an unified and standardized training model is established to deal with 80%-90% of drowning accidents by usig the existing open-circuit apparatus and to balance the rescuers’ safety and effeciency. Eventually , the outline can serve as the reference of curriculum planning , strategy development , rescue teams collaboration and field training.
