The Study on the Business with Aquaculture Related matter for Returning Students of the Aquaculture Program in National Matsu Senior High School / 馬祖高中水產養殖學程學生回鄉從事相關產業之研究

碩士 / 銘傳大學 / 公共事務學系碩士在職專班 / 106 / Matsu is an island surrounded by sea, which is a good fishing ground with nutrient-rich saltwater. Recently, fishery in the Matsu encountered great difficulties because of destroyed marine resources, labor shortage, and emigration, which in turn lead to aquaculture decline. The average of 20 new professionals every year is inspired in National Matsu Senior High School, which is the most prestigious one in Matsu. However, these graduates leave Matsu to work in other industries, so that it is hard to recruit enough workforces to meet demand for local aquaculture industry. Literature analysis and semi-structured interviews were conducted in this study to investigate the willingness of alumni of National Matsu Senior High School to engage in aquaculture industries in Matsu. The results of this study indicate: 1) household population at par with Matsu fishery, and sharp declines in the catch yield; 2) the decline of aquaculture industry since the Lienchiang County Government is spending heavily in the tourism industry; 3) to return home to engage in the aquaculture related industries reduces because of bad harsh industrial environment and identification; 4) the lack of professional to set specific goals and visions; 5) the decrease in females' willingness to work; 6) high intention to return home, and low intention to engage in the aquaculture related industries among alumni. According to the abovementioned research results, the related policy suggestions for improvement projects in Matsu area include the following: Strengthen fisheries law enforcement for maintaining local fisheries resources. Integrate tourism policy in Lienchiang County to provide development opportunities for fishing village decay. Integrate and take control of local industries effectively by fisheries policy unit. Improve the industry's image, and look break the occupation stereotype. Enhance industry–academic cooperation in local senior high schools.
