Study on the Voluntary Fishing Moratorium and Fishery Fuel Tax Exemption— In Hsinchu Area case / 自願性休漁獎勵金及漁業用油補貼制度現存問題探討 -以新竹區為例

Hsinchu .To maintain operation of local fishing production,it is necessary to reduce gas
cost. In 2009, the authorities have started to give small-scale boat’owner welfare by special
offer . The policy is only for fishmen . However, people with fishing-license are not real
fishmen getting the this welfare.Additionally, Voluntary Fishing Moratorium has the same
condition.It is strange phenomenon happening in Taiwan . It is impotant that we should
inquire into these problems . This study takes the results of the fishery subsidy policy
implemented by Hsinchu Fishermen's Association (HCFA) as basis. It further details
problems’ impact on the fishing industry and resources in Hsinchu area . The research
method is to collect literature on domestic and foreign fisheries subsidies and policies to
understand the evolution and effectiveness of Taiwan’s fishery subsidy policy. It also
serves as a basis for adjustment of fishery subsidies, and to apply for the Fishery Fuel Tax
Exemption (gasoline part) to government agencies of HCFA’s fishmen. Suspending Fishing
Activities Voluntarily Data in recent years have been used for detailed analysis and
comparison with applicants' identity categories for data cross-analysis. According to the
types of subsidies, the characteristics of the 14% subsidy policy for fisheries in Taiwan will
be reviewed, and the issues arising from the implementation of fishery subsidies in the
fishery policy are discussed . The applicants in HCFA are broadly divided into four
categories: Retired Group A, Group A, Group B, and a small number of non-members. The
study shows that only 40% of the personnel applicating Fishery Fuel Tax Exemption is
strong A-class members in Hsinchu County, while Hsinchu City was also nearly 40% strong
as a member. And Suspending Fishing Activities Voluntarily Hsinchu City, most of the class
A members are 40% strong, but B and non-members have increased from 2% to 4% year

by year. The results of the study are provided as a reference for the government to
promote relevant policies.
