Green finance and risk management: a case study of Taiwan offshore wind power development / 綠色金融風險管理與規劃 -以臺灣離岸風電產業發展為例

In order to achieve it in 2025, it is required to increase 20% of the renewable energy in short time. In this case, the development of offshore wind power becomes a key point for reaching the goal. Currently, many European developers have brought relevant technology to Taiwan but the developed process will cost approximately NT$ 900 billion dollars. Therefore, fund raising is becoming crucial in the development.
The purpose of this research was to analyzed the current situation of Taiwan’s renewable energy regulations as well as the development of offshore wind power industry. In addition, the analysis of international offshore wind power and its application in green finance and risk transfer were done in the research. Furthermore, in order to provide the offshore wind power developmental suggestion to the domestic financial institutions, the analysis was divided into application of green finance, rick transfer, insurance plan, and the third party verification mechanism based on the international successful cases.
The contribution of the research may help domestic financial institutions procure more knowledge and understanding of offshore wind power industry. These institutions may be willing to invest in this industry after they are fully understand all the relevant risks. Consequently, it will create a win-win situation for economic and environmental development, offshore wind power developers and financial institutions.
