The Impact of Free Trade Agreement on Fisheries Products: An Application of Difference-in-Differences Matching Method / 簽訂自由貿易協定對漁產品貿易之影響:差異中之差異配對法之應用

碩士 / 國立中興大學 / 應用經濟學系所 / 106 / Countries around the world have begun to shift their focus on the integration of regional economies or the negotiation of free trade agreements along with the slow progress of the WTO''s multilateral trade negotiations. In addition to the WTO''s Agreement on Agriculture, it is important to know that fishery products are one of the world''s main trading commodities. However, there have been few ex-post analysis studies on the impact of import tariffs on fishery products after the tariff reductions of free trade agreements. In order to reduce the selection bias and analyze the different from before and after the policy time of the policy effect, this paper attempts to use the propensity score matching method and differences in differences method, and explores ex-post analysis of the impact of tariff reductions on the import value of free trade agreements to the 26 HS 6-digit fishery products of 31 OECD member countries in 222 countries around the world. The average treatment effects on the treated estimated by this paper shows that the impacts on most of the fishery products are not significant, and the implications of the policy implying that the reduction of relevant tariffs in the free trade agreements does not necessarily have a significant impact on the import amount of fishery products. On the other hand, most of the results are significant and the positive results are more than negative results. The largest average treatment effects on the treated is 1618874.9, which is from HS code 6-digit 030231 (fresh or chilled Albacore tunas) of Spain. The results average treatment effect of HS 6-digit 030342 (frozen Yellowfin tunas) and 030231 (fresh or chilled Albacore tunas) indicate that there are much more countries have an affect on the free trade agreements, while South Korea and Chile have more fishery products subject to the impact of free trade agreements. Ex-post analysis policy assessments contribute to gaps in this perspective from pre-post analysis studies that use to analyze the computable general equilibrium model and the partial equilibrium model in the past.
