Sharing and Governance: A Comparative Study of Bicycle-Sharing Between Shanghai and Taipei / 共享與治理:上海市與台北市共享單車之比較研究

Among the kinds of emerging industries that are related to sharing economy, bicycle-sharing is one of them. When disputes happen, consumers believe that the alternative is seeking mediation from the government besides lawsuit. In this regards, if the government is unable to establish relevant policies and regulations, it loses credibility. Whether in China or in Taiwan, bicycle-sharing economy has already created many social problems and government should take now the initiative to assist their citizens. The strategies that the government will undertake, specifically, the process relating to governance concept should impact business or even sharing economy development.
The study seeks to analyze the development, problems and how government responds. The result finds that the two cities offers both docking station and non docking station in bike sharing system, and it is non docking system that causes more problems than that of docking station. Main problems include parking bikes in self desired places and deposit refunds, so chaotic that the governments of both cities had to establish rules and regulations. In the process of evaluating the policy setting, the study finds that Taipei city has a more democratic process than in Shanghai. Shanghai uses a one way regulation system, while Taipei city as compared to Shanghai, contents are not only concise, but also focuses on government and provider relationship, instead of providers and consumers relationship. Furthermore, the policy content targets the service providers in a more strictly manner which may hinter business development.
