A Study on the PLA Navy Military Industry under Civil-Military Integration / 軍民融合下中共海軍軍工產業之研究

碩士 / 國防大學 / 中共軍事事務研究所 / 106 / Under the development of the national civil-military integration strategy, the
Chinese Navy’s military industry has become a strategic industry with the idea of military
products for strengthening the military and civil products for strengthening the country.
It has stronger capabilities in the development and manufacture of large-scale sets of
equipment and high-tech industries, successfully entering the world's high-end markets
for shipbuilding highly sophisticated products and marine engineering equipment.
In recent years, in order to meet the strategic needs of the coastal defense and
offshore escorts, the PLA Navy has actively invested in the development of various new
types of modern warships, which has led to the rapid development of the PLA Navy naval
forces in recent years and raised high attention around the globe by catching up with the
traditional Western maritime powers.
For the Chinese Communist Party (CCP), Xi Jinping emphasized in the 18th
National People's Congress that "firmly safeguarding the Chinese maritime rights and
interests, building a marine power," and "building a marine power is an important part of
the socialism with Chinese characteristics and of important and profound significance for
the realization of the great rejuvenation of the Chinese people."
It can be seen that the CCP expects to create an important basis and strategic support
for the "Chinese Dream" by building a "blue water navy" with deep-sea striking and
deterrence capabilities.
This study focuses on the evolution of the civil-military integration of the CCP and
the development of the Navy's military industry, it also seeks to understand the
transformations and impacts of both, hoping to achieve the following research purposes
through the observation of historical institutionalism approach and the method of
reference:
First, to study how the focus on national development during every period of the
CCP affect the development of the naval military industry.
Second, to understand the current developing situation of the Chinese Navy's naval
military industry under the civil-military integration system.
Third, to understand the effects of the Chinese Navy's naval military industry

development on navy modernization and the nation.
The results of this study indicate that due to different national development
focuses in various periods of time, the PLA Navy military industry has varied from
integrate military with civilian purposes and combine military efforts with civilian
support to “civil-military integration” to take on different characteristics of civilian
supported by military, civil-military separation and civil-military integration.
After the civilian ships have achieved great success in the commercial field through
the implementation of the “civil-military integration” by the PLA Navy military industry,
with the higher technical strength and increasing numbers of specialists, the PLA Navy
has applied the experience of building civilian high-tech ships on building military
ships, and it has led to the enhancement of military shipbuilding technology and further
reached the world's current top shipbuilding capabilities for aircraft carriers and civilian
LNG carriers.
According to the research results, this study supports the two research hypothesis:
First, the CCP's civil-military integration strategy is a key element in the realization
of inventing advanced weapon systems for the PLA Navy military industry;
Second, the Chinese naval military industry development gets more powerful with
the threats of CCP maritime security interest increasing
