碩士 / 國立高雄海洋科技大學 / 海事資訊科技研究所 / 106 / The study was aimed at fishermen, including Yan-Pu and Dong-Gang Fishing Harbors which are supervised by Southern Branch,Coast Guard Administration.Fishermen expected quality and real feel for the Fisheries Agency executive about the policy of fishing vessels installed VDR. The questionnaire is based on the 5 aspects of P.Z.B service quality module,it including Tangi-bles,Reliability,Responsiveness,Assurance and Empathy.Out of the total 230 questionnaires distributed,200 copies are valid returned during Jun. to Aug.2017.Use「Spss statistical software」applied to analysis the reliability and validity,and applies「paired-t test」and「IPA」to analysis the data.The assumptions of this research,in ad-dition to Tangibles.Indicates 4 aspects (Reliability、Responsiveness、Assurance、Empathy)are partial significant dif-ference,the overall aspect also showed significant difference.In「IPA」analysis,there are 6 items in the 「Immediately Improved Zone」.According to the results, 3 recommendations are given to the Fisheries Agency to be the consultations to improve executived the policy service that all fishing vessels installed VDR,and make the new policy more beneficial to the fishermen and won the fishermen’s trust in the government,creating a new era of government serving the peo-ple.
