Towage analysis and performance improvement of the Kaohsiung Port / 高雄港拖船費分析與作業績效改善

碩士 / 國立高雄海洋科技大學 / 航運技術研究所 / 106 / The port authority reforms the port system. Since March 1, 2012, set up Taiwan International Ports Corporation, LTD. and the government-enterprise separation began. After that, the port authority's investment subsidiary, was established TIPC Marine Corpaoration, LTD. on October 16, 2014, is responsible for the tugboat business of the harbor. Therefore, this article first will discuss the relationship between the business of towing and operating revenue. To analze: differentiate the towage of towing away from peak tugs, to propose a plan to disperse the time for entering and exiting a ship, to avoid port congestion at rush hour, and to enhance tug operations effectiveness.
The research methods in this paper include Scenario analysis and Delphi method. Use the Scenario analysis to discuss the towage, and utilize Delphi method to propose the performance improvement measures in Kaohsiung port. By analyzing the actual data of tugboat working at The second entrance of Kaohsiung port form January to December 2015. We can understand the relevance and regularity of towing operations of The second entrance of Kaohsiung port and tug rates. Finally, we use Delphi Method to analize the questionnaires collected from the shipping corporation, academia and industry assessment to reached consensus on the five options of "adjusting the towage ", "adjusting the number of togboats", "willingness of navigators to change", "adjusting the stevedore working time" and "adjusting the stevedore salary".
After questionnaire survey, we find out the unanimous opinion of the participants. In "T owage Adjustment", additional towage fare for a 10% during the day and additional towage fare for a 20% in evening working time. In "adjusting the number of towboats", add three tugs of medium horsepower. In "willingness of navigators to change", base on the towage adjustment, adjusting the number of tugboats and adjusting the stevedore working time, that make container ship could arrange the ship to import early. In "adjusting the stevedore working time", the shipping industry willing adjust stevedore working time at 07:00 A.M. In "adjusting the stevedore salary", in the willingness afford a half shipping expend, the shipping industry will adjust stevedore working time and salary. All of the above program, that can make busy harbor working smoothly, and enhance tugship working efficiency.
