碩士 / 國立高雄海洋科技大學 / 航運管理研究所 / 106 / This thesis aims to study the risk management of harbor tugs operation in Kaohsiung port. The purposes of this study are to: (1) identify risk factors of harbor tugs operation; (2) evaluate risk factors of harbor tug operations; and (3) create risk management strategies of harbor tug operations that prevent, control and minimize the damage caused by the risk.
This study uses literature review, expert interview, and questionnaire survey. First, reviewing the risk factors of harbor tug operations through literature review. Second, this study identified 14 risk factors of harbor tug operations by interview with experts. After the questionnaires are collected, this research evaluate risk weight of each risk factors through Analytic Hierarchy Process (AHP).
This study find that risk weighted of risk factors are ranked as "ship operator factor", "hull factor" and "environmental factor". The top seven items of risk factors are "misjudgment", " work fatigue", "technical defect", "communication misunderstanding", "personality factor", "neglect of the relative movement between tugboats and merchant ships" and "misjudgment of the environment".
