Study of the ROC Strategy for the South China Sea / 中華民國南海戰略之研究

碩士 / 國立高雄海洋科技大學 / 海洋事務與產業管理研究所 / 106 / The ROC should be developed an Ocean country. The South China Sea stability or not is related to our country subsistence. The South China Sea issue has always been a complicated one. The territorial sovereignty, the traffic channel and resource are just a few issues among many that some countries are fighting over. There are six countries or even more claim that they have all or part of the sovereignty of the South China Sea. These countries include China, Vietnam, Malaysia, Brunei, Philippines, and ROC. With complicated factors such as cross-strait relations and power struggle, the United States and Japan also involve in this situation.
In 1979, the UN announced that the South China Sea is full of Resources. The littoral states expend their territories with different ways in the South China Sea. With the international situation changes, the stage of great powers expend their influences and power through the South China Sea. And the claimants use the method of “Allies” and “Axis” to gain their national interests. So that it’s enhance the uncertainty of the South China Sea satiability.
This thesis analyzes the changes of Chinese and American South China Sea policy, and its impact on ROC’s strategic choice. First tries to comprehend US-China relations from the South China Sea dispute and strategic layout, and then re-examines ROC’s role in South China Sea dispute.
Although ROC effective management in safeguarding its sovereignty in Taiping Island, but international situation evolves rapidly and poses a dilemma for ROC. The US-China relations are the key factors influencing the strategy choice of Taiwan in the South China Sea. This thesis aims at mapping a viable strategy for ROC under complex international and cross-strait relations.
