Evaluating the Allocative Efficiency and Operation Performance of Container Terminals at Port of Kaohsiung with Resource-based View / 以資源基礎理論探討高雄港貨櫃碼頭營運配置效率

Port of Kaohsiung is facing enhancing competitions from ports of China and other Southeast Asian countries. In order to keep the advantageous position on container shipping, Port of Kaohsiung needs to optimize the resource allocation and operation efficiency. The purpose of this study was to explore the core resources of Kaohsiung Port Container Terminal with Resource-based View. The container terminals were classified by core resources through cluster analysis and multidimensional scaling. Finally, the research uses Data Envelopment Analysis (DEA) to examine the operation efficiency of container terminals.

The results revealed that the T5 and T6 terminals operated by C carrier, the T7 and T8 terminals owned by D carrier, and the T10-T12 terminal owned by F carrier have achieved scale efficiency from 2013 to 2015. Their performances were outstanding among container terminals. The efficiency of the container terminals classified in the same cluster by cluster analysis and multidimensional scaling are quite different according to the results of DEA. In addition to quantifiable resources, there might be some unquantifiable resources that would be critical to operation efficiency. Furthermore, the study concluded that whether the terminals in the same container zone are operated by only one operator is not a key factor affecting the performance of container terminals.
