A Study of the Development of the R.O.C Coast Guard Capability / 我國海巡實力發展之研究

碩士 / 國立中山大學 / 中國與亞太區域研究所 / 106 / Since the "United Nations Convention on the Law of the Sea" go into effect in 1982, the expansion of the exclusive economic sea area of all countries has also increased many maritime rights and benefits of the coastal countries, resulting in the rise of awareness of maritime rights. As a result, countries have gradually attached importance to the construction of the oceans, and the navy has become politically active. The sensitivity is too high, and the coast guard has become the first choice for countries to move toward the sea, embrace the oceans, maintain the oceans, and uphold the country’s maritime sovereignty. In the past, our country’s long-term martial law and lack of marine construction and education were relatively lacking. This study through literature and comparison method is divided into three parts: the development of coast guard organizations, the status and application of coast guard hardware and technology, and the recruitment of coast guard. I conducted a comparative study from the most advanced coast guard strength, including United States Coast Guard, Japan Coast Guard and the Korea Marine Police Agency. By selecting the superiority and eliminated the inferiority, looking for a project suitable for our country’s development and improving the lack of development of R.O.C coast guard, was able to keep pace with the advanced countries of coast guards. At the same time, a more sound development will also promote the development of R.O.C coast guard strength.
This study finds that in addition to strengthening aircraft construction, the advanced countries of the coast guard have a tendency to increase the tonnage of ships and motorization, so as to strengthen the maintenance of national sovereignty. In addition, during the study, the Coast Administration Office has changed its organizational hierarchy to a new structure. What is the impact of the new organizational structure on the development of the coast guard strength? This issue is worthy of doing continuous research and hopes to promote the development of R.O.C coast guard strength.
