Although the performance measurement system has its scale, the implementation of the organization''s overall goals and strategies cannot be effectively integrated, and the performance of the organization''s performance is relatively affected. Therefore, how to construct the strategic-focused organization,is the subject that the current national logistics organization should pay attention to study.
Through the discussion of the literature on the Balanced Scorecard and the current performance measurement system of the case, and interviewing 10 professionals of the Naval Command Logistics Department to develop the questionnaire content, and adopting the Delphi Method for questionnaire survey, The use of theories such as "balanced scorecard", "strategic map" and " the strategic-focused organization," establishes important metrics and criteria for the " strategic-focused organization,".
Through statistical analysis, 11 strategic themes (targets) and 33 metrics and metrics of the budget, customer, internal process and learning and growth are presented. The strategic map and organizational structure are drawn through the strategic map. The causal link between the strategic objectives, and by establishing the five principles of the strategic-focused organization, gradually constructing the case into strategic-focused organization
