It needs seaborne trade and sea transportation to maintain economic development. In addition, the coast defense is the foundation stone and the most important aspect of national defense to keep Cross-strait safety. A nation needs to rely on navy to protect and secure coastal areas and territorial seas; meanwhile, navy requires many kinds of vessels to fulfill the demands of up-to-date military operation.
Ship-building industry is a key business to country development because it not only can help marine transit to increase import and export trade but also good to national whole economical development and people’s livelihood. Additionally, it’s the important mission to support national defense weaponry setup and maintenance to increase national defense safety.Based on National Defense Art, Article 22 clearly defines: “Acquisition of weapons and equipment, giving priority to self-control, implementing technology transfer when purchasing outwards, and achieving independent and independent national defense construction.".
Only independent national defense can keep the country in neutral. Now every country adopts the contracted strategy to national defence budget. It causes more pressure to the national defense industry operation efficiency and benefit. Technique development also becomes severe because of science and technology environment change and the interflow between the military and residents is more frequently. Shipyards are trying to achieve operation effect optimization via horizontal and vertical integration or variation strategy and integration with other related industries to enlarge competition market scope and territory.From national defense strategy point of view, we need to regard U.S.A as example to increase our power of ship-building especially threatened by the People''s Republic of China consistently. Although our ship-building industry, compared with developed industry nations, has some disadvantageous factors such as backward technology, small market and higher lands and workers cost, we should do overall consideration, planning and integration to promote our ship-build industry related ambient industries to enhance national competition and economic power. And the Navy Vessel Built Domestically is the best way to develop ship-building industry.
