A Study on the view differences concerning vessel deficiencies between PSC inspection / 港口國管制船舶缺失檢查認知差異之研究

碩士 / 國立臺灣海洋大學 / 航運管理學系 / 106 / Due to the development of international trade and the growth of maritime transportation, port state control has attracted more and more attention from shipping industry in recent years. Port state control is one of the major methods to prevent accidents resulted from the callings of sub-standard vessels and to protect port states. Because Taiwan is not a member of the International Maritime Organization and therefore it is also not a member of any regional PSC memorandum of the understanding, the thesis aims to explore the perception differences concerning ships deficiencies inspected by PSC between Taiwan and two major regional port state control MOUs (namely, Tokyo MoU and Black Sea MoU). These two regional MoUs do produce their own annual reports and the information of these annual reports is very important to both the shipowners and their stakeholders. Therefore, another aim of the thesis is to explore whether the information exhibited in these annual reports matched with the statistics recorded in the database of these two MoUs.

The thesis is composed of the following three parts. The first part is to analyze detained ship records reported in the databases of the Tokyo MoU and Black Sea MoU to know the most frequently occurring of ships deficiencies in each of the two MoUs. The second part uses the content analysis technique and the NVivo analysis software to find out whether these frequently occurring ships deficiencies are appropriately exhibited in these annual reports. According to the research results, some of recorded deficiencies are not appropriately exhibited in the PSC annual reports. The third part of this research has used questionnaires to survey PSC officers in Taiwan concerning the number of occurrence of ship deficiency items. The design of the questionnaire and the analysis of the survey results both have employed the risk matrix theory.

Comparing the MoUs analysis of the first part of this research with the survey result in Taiwan of the third part of this research, this research has found there are perception differences in terms of the degree of importance of the cause of deficiency existed between Taiwan PSC officers and the PSC officers of the two MoU states.. Finally, several rounds of post-survey expert interviews are carried out to understand the rationale behind the research findings. Finally, the author does hope the research findings could help Taiwan Maritime and Port Bureau improve their Port State Control inspection effectiveness. Another contribution of this research does help shipowners clearly understand which deficiency causes are mostly occurred during Taiwan PSC inspection, and those reported in the Tokyo, and Black Sea MoUs. Thus shipowners can inspect and improve these potential deficiencies beforehand for their fleet, and reduce the risk of their ships being perceived as sub-standard ships and detained by PSC authorities.
