碩士 / 國立臺灣海洋大學 / 航運管理學系 / 106 / After the implementation of Mini-three-links shipping, it brings many passengers to Kinmen, Matsu, and Penghu, creating local prosperity and opportunities. However, the growth of Mini-three-links shipping is highly related to the both Taiwan and China government policies, moreover under the impact of global free trade and cross-strait direct links, Mini-three-links shipping shows the limitation. This study adopts references and the latest statistics from Mainland Affairs Council and report form public sector thoroughly analyze current operations of Mini-three-links shipping.Futhermore, inducting the problems of tourism industry and traffic infrastructure of Kinmen, Matsu, and Penghu to construct the Developmental Strategies of Mini-three-links Shipping Sector. The results show as follows:
1.As to Kinmen Mini-three-links shipping, due to the changes of Chinese passenger behavior, the number of passenger is keeping increasing. Considering long-term development, the weather and insufficient air transportation supply in Kinmen will affect Mini-three-links shipping. In the future, with the increasing visits to Kinmen and improvement of Mini-three-links shipping, or the air transportation supply in Mini-three-links shipping multimodal will facing challenge. Port of Kinmen should planned to develop the basis of Mini-three-links shipping logistics center and get the Kinmen and Xiamen cruise tourism market.
2.As to Matsu Mini-three-links shipping, although local market is small, but the successful promotion of blue tears leads the growth of vistor to Matsu.Base on this, government should guide the vistor to use Mini-three-links shipping.Then enhance the competitiveness of Matsu Mini-three-links shipping industry. Considering long-term development and the living quality of resident, government should carry out overall planning and redevelopment projects for the insufficiency of airports in the Nangan and Beigan .Port of Matsu should strengthen the functions of the inter-island and Mini-three-links terminal so that it will have commercial and tourism functions and providec necessary service facilities for Mini-three-links shipping.
3.As to Penghu Mini-three-links shipping, there are no regular route now, passengers who want to travel to China should use air transportation to Kinmen and then through the Kinmen Mini-three-links shipping. Considering long-term development, the air transportation supply is insufficient during the peak season. If the Penghu Mini-three-links shipping restart in the future, the adjustment of air transportation will be necessary.Port of Penghu, becauseof the numerous islands, the port infrastructure and navugation safety issues must be carefully planned by the authorities, and the promotion of cruise and yacht tourism should be continued. The overall islands planning should combined with tourist services and sea passenger transportation.
These findings will assist Mini-three-links shipping sectors in making operational strategies, and government authorities in formulating shipping policies.
