A Study on Factors Resulting in Vessels Deficiency and Detention by Port State Control Regulations. / 國內外港口國管制條例下之船舶缺失與留置因素研究

碩士 / 國立臺灣海洋大學 / 航運管理學系 / 106 / Port State control (PSC) is a mechanism to control a flag state ship’s access to the non-flag state’s ports and help the PSC authority of a port ensure that its visiting ships comply with the requirement of international maritime regulations. Three major aims for the implementation of PSC are to eliminate the sub-standard ships from the shipping industry, to safeguard the security of sailing, and to protect the ocean environment. Due to the uncertain sovereignty status of Taiwan, Taiwan is not a member of the International Maritime Organization. The implementation of Port State Control in Taiwan has currently been facing different challenges from the other nations since Taiwan governent has launched its port state control regulation in 2003. In Taiwan, the PSC inspections are performed by Maritime and Port Bureau Ministry of Transportation and Communications(MPB, MOTC). To sustain the successful implementation of port state control in Taiwan, it is necessary to review its current PSC practices and its ship inspection performance to make sure Taiwan has complied with all of international standards and requirements and finally to increase its PSC inspection effectiveness.
An investigation on factors resulting in vessels deficiency and detention by PSC regulations in major MOU’s Annual Report abroad and the PSC resports in Taiwan between 2014 and 2016, this research has framed issues to be used to interview Port State Control Officers via the Focus Group technique. Finally, severl major challenges encountered by Port State Control officers and their suggestions are summarized to improve the PSC mechanism in Taiwan.
According to the research findings, changing the qualification of applicants during PSC officers recruit exercise, improving the effectiveness of Port State Control Officer training programme, and reducing PSC officers’ work risks are the three major challenges to be dealt with by PSC authority in Taiwan. To overcome these challenges, this reserach suggests Taiwan government to set up a designated PSC organization to recruit more numbers of professional maritime practioners to join the PSC exercises. The revision of maritime regulations to internalize the international conventionand the restructuring of government’s maritime organization are important to the sustainable development of the PSC mechanism in Taiwan.
