Design and implementation of a micro fisheries activity aider system / 設計與建構微型漁業活動輔助系統

碩士 / 國立臺灣海洋大學 / 資訊工程學系 / 106 / Taiwan has a very active offshore and coastal fishery activities, producing a 14.7 billion TWD in 2016. Due to the geographical location of the island, Taiwan has a climate ranging from subtropical to tropical feature, resulting in complex characteristics of offshore and coastal fisheries. To strengthen the management of these fishery behaviors, the Fisheries Agency of Taiwan has developed monitoring systems, to track the fishing vessels. Currently, three systems are used: the Vessel Monitoring Systems (VMS), Automatic Identification System (AIS), and the Voyage Data Recorder (VDR). For offshore and coastal fisheries, VDR is the primary system used for monitoring.

This thesis develops a next-generation system, a prototype micro fisheries activity aider (FAS), a significant improvement from the VDR system developed in 2017, has all the capability of VDR and can also provide more information for users and administrators. Typically, the VDR system has to be installed on vessels with self-sustaining power systems, but many coastal vessels are unpowered, only navigating with a single outboard motor. The new FAS system has batteries installed to solve the power problem. The most different feature that VDR is not real-time transmitting device whereas the FAS can transmit signal in real time through GSM systems. Moreover, the FAS can provide extra information, such as weather, historical catches, and alert fishers to avoid trespassing and to operate in a Marine Protection Area (MPA), declared by the Fishery Agency. Experiment results show that the FAS improvement over VDRs is promising, and can provide fruitful information for both fishers and administration authorities. Future work includes designing the waterproof case and increasing the battery life of the FAS.
