碩士 / 國立臺灣海洋大學 / 商船學系 / 106 / Global awareness of environmental protection has risen and in order to reduce marine pollution caused by ships, the International Maritime Organization (IMO) established a norms of the International Convention on the Management of Ships' Ballast Water and Sediments in 2004, it took effect and started implementation on September 08, 2017. It means is that all ships must be fitted with ballast water treatment system when the time of ships’ special inspection after the ballast water convention officially came into force, for the purpose is to remove, make harmless or avoid intake or discharge of aquatic organisms and pathogens contained in ballast water and sediments, affecting the marine environment and ecological balance.
Even though the economy of the shipping industry has gradually recovered in recent years, the recovery of this economy is still slow. This will force the ship owner to face huge expenditures on the ballast water treatment system, and it will have a significant impact on the company's operations. Therefore, this study intends to aim how ship owners choose the ballast water treatment systems in response to the upcoming ballast water regulations, currently, the mostly familiar ballast water treatment systems on the market are divided into UV, electrolysis, and chemical injection systems, but which one of the ballast water treatment systems is most favored by ship owners? Consequently, this study selected that through the Multiple Criteria Decision Making of the Analytic Hierarchy Process to explore what the ship owners considers to be the most appropriate ballast water treatment system and then sort it out.
This study uses Multiple Criteria Decision Making of the Analytic Hierarchy Process as a research method. It did not only has the significant effect for application in resource allocation and decision-making & management, but also sort out the advantages from characteristics of each evaluation plan by a reasonable mathematical analysis, then evaluate and select the ideal solution that meets the decision. According to the results of the research and analysis shown, the type of UV ballast water treatment system is the most selected by the ship owners. Herein, this study looks forward its the result of analysis can provide suggestion to relevant unit of marketing or equipment procurement department for reference.
