Risk Assessment of Dangerous Goods Shipping at High Latitudes / 船舶在高緯度運送危險品之航行風險評析

碩士 / 國立臺灣海洋大學 / 商船學系 / 106 / In recent years, the global economy has developed rapidly. The increasing international trade activities depend heavily on the capacity of ship transportation. As the demand for ship transportation increases, the number of ships at sea and the number of accidents increase, too. The majority of dangerous goods was transported by ships. To shorten the navigation time becomes an important issue in reducing navigational accidents. Therefore, sailing through high latitudes is an indispensable alternative channel for the transportation of dangerous goods. How to reduce the risks that dangerous goods may cause when they are carried at high latitudes is the motivation of this study. With that in mind, we would like to find out the main factors which influence seafarers sailing at high latitudes when transporting dangerous goods. We also would like to evaluate and the relative importance of these factors.Due to the complex weather conditions and sea conditions at high latitudes, many unpredictable risk factors could happen. If dangerous goods must be transported through high-latitude waterways, more caution should be taken in maintaining high standard safety. This study aims to establish a set of risk reference indicators for navigating at high latitudes when dangerous goods are on board. With this effort, we hope to reduce the navigating risks and protect the marine environment from pollution.

Three aspects of navigation safety risks based on investigation of domestic and international regulations, environmental surveys and practical data analysis will be explored in this study. These aspects are ship factors, human factors and navigation risks. Based on this design questionnaire, the importance and performance analysis method IPA (Important Performance Analysis) is used to obtain the average value of the 18 navigation risk factors of the ship carrying dangerous goods at high latitudes. The average value is used to divide the evaluation surface into four quadrants. Evaluate the relative position of various navigation risk factors, and then carry out Grey Relational Analysis (GRA) to find out the main factors affecting navigation risk and the degree of impact between them. The results of the study show that the main factors of GRA importance analysis are the ship factors, human factors and navigation risks. If the factors are 18, navigational faults, crew quality and ship structure are particularly important; In terms of sexual analysis, the main facet factors of the research results are ranked as navigation risk, human factors, and ship factors. If the factor is 18, the navigation operation is negligent, the navigation environment of the waters, and the monitoring management and ship safety are improperly implemented.
