碩士 / 國立臺灣大學 / 農業經濟學研究所 / 106 / Branches of Credit departments of farmers’ and fishermen’s associations (FFA) have extended throughout the country''s agricultural and fishing villages, provide farmers and fishermen with funds for storage, and support agricultural development with agricultural policies. FFA plays a crucial role in the agricultural financial system and belongs to the agricultural financial system. The agricultural credit guarantee system provides assistance to farmers and fishermen with insufficient guarantee capacity to enhance their abilities to receive trust, thereby obtaining funds for agricultural operations from financial institutions. In addition to assisting farmers and fishermen, this study focuses on the extent to which this guarantee system affects the capital adequacy ratio of FFA, non-performing loan, and the promotion of the special policy-oriented agricultural loan.The data of all farmers’ and fishermen’s associations with FFA were collected during the period of 10 years (from 2007 to 2016). FFA, which was reset after 2007, is excluded for consideration of the integrity of the data. The 261 farmers’ association and 25 fishermen’s associations amounted to 2,860 samples which were empirically analyzed. In the analysis, FFA is divided into the whole, the farmers’ and the fishermen’s associations. To highlight the differences between different types and regions, the farmers’ association is further divided into “urban, mixed, rural” and “north, central, southern, and eastern regions.” Descriptive statistics and paired samples t test were adopted. The results of the study were as followings:1.The agricultural credit guarantee system has a positive relationship with the increase in the capital adequacy ratio of the FFA. The guaranteed balance is directly proportional to the capital adequacy ratio. The degree of influence is proportional to the ratio of the guarantee balance of the rural credit insurance fund to the book value of the risky assets. The results of the paired samples t test demonstrate the significant influence on the farm and fishery.2.The agricultural credit guarantee system has no absolute positive or negative relationship with the reduction of the credit ratio of the FFA without guarantee factors. The results of the paired sample t test show no significant influence on the urban, northern and eastern farmers’ associations. On the other hand, the results have significant influences on other types, regional farmers’ associations and fishermen’s associations; however, there is a positive relationship between the reduction of the overshoot ratio under the subrogation, and the results of the paired sample t test have a significant influence on the agricultural and fisheries.3.The agricultural credit guarantee system has different advantages for the FFA in promoting the special policy-oriented agricultural loan. Based on the comprehensive comparison, the assistance of fishermen’s associations is higher than farmers’ associations. Among all types and regions of farmers’ associations, the northern region and the mixed type provide the highest assistances. The rural type and the eastern region have the lowest support.
