Besides civil servants, labor groups have more free time after the law in 2015. Bacause of the already depleted number of fish, the lower birth rate, and young people have to work away from their hometown, Budai Harbor is developed to be a harbor for sea sightseeing, and for eating delicious seafood. There are High-Heel Church Haomeili community 3D-painting, Guogou’s Fire festival, and Xinwen’s religious activity. Also, people there raise shrimp and fish, make preserved white radish and Zhou nan Salt Farm. With the development of recreation, many problems need to be solved.
This study mainly collects related reference about the harbor sightseeing, community construction, community religions, community industry and recreation activities. Some people are interviewed to express their ideas about those problems. Those people are community industry producers, civil servants in CPAMI (Construction and Planning Agency of the interior), secretaries-general in temples, cival servants in Budai Township, and locals. According to the analysis of Interview datas conclusions and suggestions are made below.
1. Another road to connect the Harbor and village has been planned. It’s expected to improve the traffic jam on holidays. Businessmen and tourists are asked to keep the environments clean. The function of recreation in Budai Harbor is promoted.
2. In Haomeili Nature Reserves, the government is recommended to set up a sea resort. Besides, there should be shuttles to Budai Harbor and Beimen Tourist Center on holidays.
3. Besides religious activities, temples can plan a series of activities to join the community cultural industry.
4. Oyster farming and shrimp raising can offer jobs for young people. Therefore, White radish producers may open a shop to establish their own brands, and they can even rent a place in the Fishing Market to sell products on the Net.
