The Study of Impact of U.S.-Japan Alliance on Taiwan Strait Security During Abe Administration From 2012 to 2017 / 第二次安倍政權時期美日同盟深化與臺海安全(2012~2017)

碩士 / 國防大學政治作戰學院 / 政治研究所 / 106 / In recent years, the activities in Asia-Pacific(APAC)region have become one of the main focuses globally. The economy of many countries in APAC region develops prosperously with frequent commercial trade and cultural exchange between each other. For the countries in APAC, while it is aimed to move forwards, maximize national power, and change current status, these actions prove to be the source of conflicts leading to regional instability. The China’s military strategic changes are to make all-out effort on revolution in military affairs and building the navy for Pacific Rim, whose goal is to contend against U.S. force in the Western Pacific region. The North Korea, ruled by the Kim dynasty, tries to increase their bargaining chips by facilitating nuclear weapon and ballistic missile development.
Japan bears the brunt of above mentioned threats. Until December 2012, Abe Shinzo returned as Japanese prime minister and took steps on changing directions of national strategy as responses. In the second Abe administration, Japan’s National Security Strategy, New National Defense Program Outline, and Medium Term Defense Program, formulated by National Security Council and called as “three arrows”, are enforced. In the meantime, it is inscribed that the failure in diplomacy with U.S. during former ruling party resulted in subsequent internal and external problems. Therefore, to reconstruct U.S.-Japan alliance is indeed one of the administrative policies.
In strategic perspective, U.S.-Japan security architecture may form the force against China and North Korea efficiently. During Obama’s administration to re-balance the power in APAC region, it requires solid allies in APAC for support to restrict China’s military expansion and suppress the disorders made by North Korea. Recently, Trump’s Free and Open Indo-Pacific Strategy is to contain china and force North Korea to renounce nuclear weapons. Consequently, the national strategic benefits in Japan and U.S. are in conformity with each other, making U.S.-Japan alliance much stronger than ever before.
Current actions conducted by China and North Korea certainly constitute threats. Japan is not threatened and allies with U.S. to confront the menace, practicing the balance of threat theory in Defensive Realism. This thesis is to analyze national security assurance based on the perspective of Japan. It is targeted to conclude the countermeasures with real benefits which can be learned. Further, for the cooperation between U.S.-Japan alliance and the third country such as Australia, South Korea, or Southeast Asia countries, whether Taiwan has the chance to participate in will be discussed. This research is made with expectation to benefit our national security; if there is any insufficient argument, please advise by follow-up researchers.
