A Study on Volunteer Soldiers’ Organizational Involvement in Taiwan: A Case Study of the Inspection Office, Coast Guard Administration / 我國志願役士兵組織投注感之研究-以海巡署安檢所為例

碩士 / 環球科技大學 / 公共事務管理研究所 / 106 / This study conducted a questionnaire survey on organizational involvement concerning the primary volunteer soldiers from the Inspection Office of Yun-lin County governed by the Coast Guard Administration. In addition, with reference to the data from the personnel department on primary personnel retention and resignation, this study performed a secondary data analysis to clarify key factors and propose specific suggestions to improve the retention rate, in order to avoid losing the well-trained primary personnel that migh affect Taiwan’s coastal defense. This study concluded with the following important findings:
1.A big data analysis showed that volunteer soldiers were more willing to make compensation for early retirement, and the ratio was on the rise over the years. The major reasons behind their early retirement were that voluntary military servive did not comply with their career plan, the working time was not flexible, and they didn’t have freedom.
2.Over 60% of volunteer soldiers were satisfied with their current salary. After deducting personal and family expenses, the average amount they deposited per month was approximately NT$10,000 to NT$15,000. It showed that the busy military working environment and life could indeed help volunteer soldiers save a lot of their living expenses.
3.The overall pressure in coping and performance of primary personnel remained under expected control. An adjustment should be further made to the content of on-the-job courses (or training) in accordance with the current status of the primary soldiers to achieve effectiveness.
4.Nearly 70% of volunteer soliders felt honored to be soldiers and were proud of their job; 13.3% of them were already thinking about resigning, so 86.7% were not. Among them, only 60% were willing to stay after their term expired.
5.From the incentive analysis, salary and stability, accounting for 36.7% each, were the main reasons behind volunteer soldiers’ willingness to extend their contracts, followed by working environment, accounting for 16.7%, and the welfare system, accounting for 10.0%.
