The Cases of Taipei and Shanghai

Abstract

The aim of the thesis attempts to compare the accreditation mechanism of cross-strait early childhood education, to investigate the responses of kindergartens in Taipei and Shanghai, respectively, and to come up deductively with findings on similarities and differences on the
accreditation mechanism between these two cities.

The methodology of this study applies in-depth interviews and document analysis to establishing a theoretical framework of reference and henceforth preparing outlines of interviews, with the cross-strait institutions of early childhood education and participating evaluation committees as major research subjects. The 10 interviewees (5 in Taipei; 5 in Shanghai) include 8 kindergarten directors and 2 members of evaluation committees. What follows is the findings of data analyses based on interviews, school plans, and documents collected in the
processes of research.
The similarities of kindergarten institutions accreditation in Taipei and Shanghai are:
1. Setting up Implementation Plans and Key Points as the bases for the development of school evaluation.
2. Constructing a two-phase evaluation model—self evaluation and interviewing evaluation.
3. Diversification of evaluation methods and varieties of evaluation contents.
4. No formal meta-evaluation.
The differences of kindergarten institutions accreditation in Taipei and Shanghai include:
1. The differences of evaluation bases.
2. The differences of evaluation aims.
3. Slight dissimilarities in the age groups of the evaluation subjects.
4. The constituency of accreditation organizations being not exactly similar.
5. The differences of the constituency of evaluation committees.
6. The holding of preliminary evaluation meetings.
7. The criteria of evaluation being not exactly the same.
8. The slight differences of evaluation contents.
9. The format of evaluation reports.
10. The formal follow-up of the implantation of evaluation.
11. The dissimilarities of the use and disposition of evaluation results.

The supervisors of kindergarten institutions and evaluation committees in Taipei and Shanghai positively identify with the feedback and responses of kindergarten evaluation and its dimensions on the whole. The supervisors of kindergarten institutions in Taipei and Shanghai share the same consensus regarding the mechanism of kindergarten accreditations, but there are some unique evaluation designs and implementation characteristic of cross-strait differences.
In the final analysis, the thesis proposes some specific recommendations to educational administrators, kindergarten supervisors, and scholars for
their reference and further studies.
