碩士 / 中華大學 / 科技管理學系 / 107 / The purpose of the study is to investigate the future development direction of the Chientan Overseas Youth Activity Center after 2025. According to Section 70-2 of the “Act for the Development of Tourism”, the Chientan Overseas Youth Activity Center should be obtained a hotel enterprise registration certificate from Taipei City Government to continue to operate before revision plan implemented January 22, 2025. Besides, at the end of 2024, the Chientan Overseas Youth Activity Center will donate the property rights to the Taipei City Government for free.
This research is based on the literature research, considering the interviews of various relevant parties, data collection and expert advice, to understand the historical context and current situation of the China Youth Corps and the affiliated Chientan Overseas Youth Activity Center. And find a useful business model transformation and successful cases. The expert opinions are analyzed and integrated by the Delphi method and analytic hierarchy procedure (AHP), to obtain the ranking of overall weight value and evaluation indicators.
The results include: 1. a complete evaluation system built with four indicators. 2. According to experts, four evaluation aspects are ranked and prioritized to first: “Policy Environment” (0.405), second is “Organization Low” (0.325), third is “Operating Resources” (0.219) and the fourth “Hardware Facility” (0.051). 3. Top five decisive evaluation indicators are “Difficulty of Brand Building”, ‘Support of Interactive Organization”, “Legality of Service Items”, “Human Resources”, and “Professional Manager Resources”. 4. The indicator “Difficulty of Brand Building” has the highest priority in the Key Success Factors of Operation Development for Chientan Overseas Youth Activity Center.
It was found that a high feasibility in four industrial transformation operational models and related cases. Providing accommodation, dining, studying room and exhibition space is the original comprehensive service projects of Chientan Overseas Youth Activity Center. So considering operational cost and prospects, keeping origin service item and organization re-engineering is a possible option for transformation reference.
An evaluation system is built to assess the Key Success Factors of Operation Development for Chientan Overseas Youth Activity Center, and assist the China Youth Corps and the Chientan Overseas Youth Activity Center in planning future transformation and development. The transformation operational model and indicators can be used as a reference for the transformation study to the management and related units.
