A Study on the Feasibility of Performance-Based Contract Applied to Demand Responsive Transit System / 績效基礎契約應用於需求回應式運輸系統之可行性研究

碩士 / 中華大學 / 運輸科技與物流管理學系 / 107 / In Taiwan, because the public transportation for rural area is underdeveloped, many students and the elders are mainly dependent on the Demand Responsive Transportation Service (DRTS) to satisfy their transport demand. The Performance-Based Contract (PBC) is a kind of contract that targets to encourage performance by setting out performance index and standards with both parties and correlate rewards or punishments based on the performance results. However, the DRTS currently still does not introduce any incentives or performance encouragement methods in Taiwan. Therefore, this thesis intends to investigate the feasibility of PBC applying to DRTS through in-depth interviews and literature review. In addition, this thesis outlines a basic framework of PBC applied to DRTS.
This research interviewed 7 executors of regions with DRTS implementation. Results shown that there are still plenty of issues in the operation of Taiwan DRTS, and in extreme cases DRTS is even out of service, urgently in needs of expert assessment with structural improvement on current operation model. Respondents have shown polarized interest in the acknowledgement and willingness of performance review. Some respondents believe that performance review is necessary and had raised performance review proposal before. According to the interviews, although PBC is not commonly apply in Taiwan, respondents believe that performance review is extremely crucial and further admits that it must be implemented in order to know if the PBC is feasible.
Furthermore, based on the literature review, this study also proposes a basic framework of PBC applied to DRTS. Mainly in the form of outsourcing, through the coordination of both parties, initial market research and operational analysis should be carried out, practical evaluation of appropriate operation model for DRTS locally and furthermore consider combining of the existing local public transport. This study proposes three different performance models with rewards and punishment to achieve the effect of incentives, performance review model should be chosen according to different environments. Hopefully in the nearby future, the performance review model can be implemented to DRTS, and further improve and revise through practical application.
