碩士 / 長榮大學 / 航運管理研究所 / 107 / Due to the rapid increase in logistics demand for cross-border e-commerce, the government has set up express shipping delivery zones to address the demand for cross-border cargo transportation. The shipping express industries play an indispensable and important role for the relevant operators which constitute the shipping express zone. They also act as the logistics service providers in the logistics chain of the whole shipping express. The service content offered is trivial and complex, and they have to face the risk of various loss in the operation process. This research mainly uses the risk identification to draw up the three facets of risk and twelve risk factors through literature compilation and expert interviews. Moreover, this research applies the evaluation mode of hierarchical analysis method which cooperates with the expert questionnaire survey to find out the relative risk level between the various facets of risk and risk factors and to understand the views of operators and scholars on the risks of shipping express business. According to the survey conducted in this study, the first three risk factors affecting the shipping express delivery business are "political risk", "statutory risk" and "macroeconomic environment risk". Finally, this study proposes the risk management strategies and suggestions for sea freight carriers and government.
