碩士 / 中央警察大學 / 水上警察研究所 / 107 / This study on the policy implementation theory,to explore the difficulties and discretion of large vessels of the Coast Guard administration in implementing fishery protection policies, with review of the status of the large ship implementation of providing protection policy, and put forward improvement Suggestions, and motor coast guard members oriented on the research object, then according to the research results provide practice agencies to improve policy implementation Suggestions below.Research methods include literature review and in-depth interview, supplemented by literature review and the integration of the research objectives and results of the dissertation of several domestic graduate students, as the research design of this paper, to explore the status of the implementation of fishery protection policies by large vessels of the coast guard.The subjects of this study were 12 members of the internal and external staff of the Marine patrol department's fleet sub-division. Through semi-structured interviews, they moderately interacted with the interviewee, with a view to exploring the difficulties and discretion of the implementation of the fishery protection policy of the mobile coast guard in the large ships of the Marine patrol department.
After analysis and arrangement, the conclusions include The larger the appropriate rate of large ships, the more lack of manpower.Large vessels perform fishery protection services and lack the ability to identify targets.Insufficient navigation and engineering licenses on large ships.Used of hot spots, "Kansas City Preventive Patrol Experiment" and "big sea areas under the jurisdiction of missing ", but limit with belt case.After Boarding and inspection,the belt case is more effective in deterring Chinese fishing boats across the border.There is room for improvement in the connection between naval vessels and large vessels of coast guard administration.Over contact will cause the negative impact of service implementation.The bad weather makes it easy for Chinese fishing boats to cross the boundary,before the signing of the fishery agreement,only the provisional law enforcement lines was used as the basis for fishery protection, which was hard to be accepted by the people,it is not easy for large ships to board the inspection or take them to shore,"selective enforcement" will be generated because of climate, command, ship, violation and reward.
Suggestions for practice of authority,including the expansion of manpower,keep the manpower arrangement of elasticity,the increased use of unmanned aerial vehicle in providing protection,encourage members to get certificate of competency,encourage large ships sailing in situ transition, strengthen the handover patrol with a case,to set up the emergency command system and the weather of according to the severity of the punishment for sea conditions, and strengthen the police cooperate with the people to enforce the law,a total of eight.Suggestions for future research,include the assessment study of the Implementation of Fishery Protection Policy in the Coast Guard Administration's large vessel fishery protection policy,the study of the impact of Indigenous ship-building policy on the offshore patrol vessel of section flotilla,and the study of policy tools and provisional law enforcement lines.
