碩士 / 中央警察大學 / 水上警察研究所 / 107 / In recent years, Taiwan coast guard keeps strengthening the bonding between technic and coast guard’s missions in response to declaration made by President Tsai, hope to intensify the use of technic, upgrade the human resource and the efficiency of mission conduction. Therefore, Taiwan coast guard promotes pilot project of the copter drone, hopes to take advantages on it’s ability such as high-speed patrolling, high mobility, wide vision and unlimitation of terrain to help staffs detecting, reconizing and investigating evidence rapidly, reducing the waste of time and human resources.
Begin with camera fascinating on penguin by photographer, airplane started being use on war field during world-war 1 and afterward military applications. As the progress of technology, UAV has been developed in many aspects. The unmanned pilot and high mobility characteristics gradually replace human doing dangerous and inaccessible works. Nowadays, There are two types of UAV in the market, which are fix-wing and copter. To make up default of both sides, multicopter and compound-copter are also coming up for combining the merits.
To regulate UAV remotion, Civil aviation law was specially amended by taking law or related regulation of other countries as reference, and completed third reading in April, 2018. Legislative Yuan also regulated the proviso of operating at no-fly zone and restricted area for avoiding interference toward government task.
Taiwan coast guard is responsible for special missions. Taiwan coast guard proceeded a set of experiment to verify whether the UAV is applicable for the tasks at sea. Regarding to the consequence, it should be feasible. Vessels are not fast in speed. After receiving notes for law enforcement, search and rescue or marine pollution, it takes time for the ship to come alone. Thus, It’ll be really efficient if we use UAV to help preparing and planning. However, UAV got its own limitation, and how to maximum its ability is what this research going to explore.
