For example, the MOTC formulated many policies of wheelchair accessible taxi (WAT) since 2014. "aging population" widespread in recent years in Taiwan is helpful for the development of WAT, but it still needs to be strengthened.
This research survey WAT drivers and related practitioners to realize the reality and the difficulty of promoting WAT policy. The complexity of Taxi industry result in the difficulty of promoting WAT policy. For example, related law and act restrict the kinds of WAT. Since the purchase cost, operation and maintenance cost are higher the normal taxi, it should charge extra fare from user. But the practice is protested by the group of disabilities. Both the insufficient of the subsidy and the Rigorous audit influence the operator and the drivers of WAT, and it cause a vicious circle.
This study also reviews several foreign cases of WAT, it shows that to promote WAT policy, it should be planned in long term. The key point is that it not only measure the policy from the financial side but to measure it from the social welfare side. This study uses SWOT analysis to generate some suggestion of promoting WAT policy. We suggest the governance should help operator and drivers more to reach the aims of all taxis are accessible.
