碩士 / 逢甲大學 / 運輸與物流學系 / 107 / Countryside in Taiwan are facing numerous challenges related to transportation and mobility, requiring new solutions, technologies and business models. Ministry of Transportation and Communications (MOTC) announced the national trial of Demand Responsive Transit Service (DRTS) for rural areas since 2016. While DRTS are under continuous development, a proper evaluation system and suitable service indicators can help authorities not only enhance operational effectiveness but also improve service quality.
Compared to the trial was not undertaken, the experts and operators have more experience on DRTS. The purpose of the study is to gather opinions from experts and establish executable service indicators for rural area. The present paper elaborates on the challenges and opportunities of DRTS by conducting a Delphi method study involving 12 experts in two round. The study is divided into three aspects, namely service quality, operation management, and social benefits. The data is collected in two phases and comes out 14 main criteria and 36 sub-criteria. Furthermore, this study may serve as views and strategies for rural DRTS.
