A Research on the Organizational Reform of the Coast Guard:Taiwan’s Experience / 海巡機關組織改造之研究:以臺灣海巡經驗為例

碩士 / 國立金門大學 / 海洋與邊境管理學系碩士班 / 107 / In 2000, Taiwan government established the coast guard authority for the first time - the Executive Yuan Coast Guard Administration (including its affiliates), and completed the reorganization with the establishments of the Ocean Affairs Council, the Coast Guard Administration, the Ocean Conservation Administration on April 28, 2018, and the National Academy of Marine Research on April 24, 2019. The Executive Yuan Coast Guard Administration was reorganized from the cabinet-level agency under the Executive Yuan to the third-level agency Coast Guard Administration.
This study is carried out in order to understand whether Taiwans coast guard authorities are to pragmatically implement relevant maritime affairs as planned and expected by the the coast guard authority reorganization in 2018.
The literature exploration method, the comparative research method and the observation method are adopted in this study. Firstly, the related literatures on the organization problems of the former Coast Guard Administration are summarized and analyzed. Then, the current practices of the US Coast Guard and Japan Coast Guard with the authors in-service observations are discussed. Based on the related literatures and researcher’s in-service observations, although the reorganization does solve problems including excessive levels of the government agency, communication, collaboration and cooperation between internal units, and distribution of in-service training resources, it is noticed that the division of the labors is not appropriated conducted, the conflicts over equal pay for different labors are getting worse, and the issues of tasks and responsibilities overlapping with other agencies are to be solved.
By comparing the practices of the US Coast Guard and Japan Coast Guard, the researcher proposes relevant amendments and future prospects with the hope providing government the reference for solving the problems and issues as the Ocean Affairs Council is to be reorganized or the Ministry of Ocean is to be established in the future.
