Discussion on the Environmental Impact of the National Army's Camp Development in Dongsha Atoll National Park / 國軍在東沙環礁國家公園營舍開發對環境影響之探討

碩士 / 高苑科技大學 / 土木工程研究所 / 107 / The goal of the National Park is to maintain the special natural environment and biodiversity of the National Park through effective management and conservation measures.Therefore,the management unit clearly understands and realizing the status and changes of the environment and biodiversity in the park,and appropriately responds and handles the factors that may threaten the environment and biodiversity in the park,while monitoring and evaluating the management. Results are critical to achieving the goals set by the national park.
"Dongsha Islands" is a "national park".The Dongsha Atoll is fully landscaped and contains special natural topography such as reefs, lagoons, sandbanks, shoals, waterways and islands. It is standard atoll. The Dongsha Atoll is a circular atoll with a diameter of about 25 kilometers. It is firmed by reef-building corals. The reefs around the atoll mostly exposed or close to the surface at low tide, about 46 kilometers long and about 2 kilometers wide. The inside of the atoll is a water area with a water depth of only 16 meters. There are many coral hills, small sandbars and shallow reefs. The depth of the atoll is 25 meters deep and it is steep almost falling vertically to the deep sea. There is a natural gap in the northwest and southwest of the atoll. Dongsha Island is located in the middle of this gap, forming a so-called south and north waterway, which are the main channel into the inner atoll waters.
The research camp development is located within the Dongsha Atoll National Park. Plan to dismantle and rebuild the original site of the camp, and build two buildings including the integrated military building. When the development behavior may affect the natural environment, the three sequence principles if avoidance, mitigation and compensation should be followed to evaluate the plan; to balance development and natural ecology. Uuder the principle of protection, this study will aim at environmental predictions that may be caused by development activities and following maintence, and seek environmental protection measures and solutions to provide reference building planning and operation.
