Analysing the wise use of wetlands in Taiwan from a perspective of social-ecological systems—A case study of Eastern Aquaculture ponds on Zengwun Estuary Wetland / 從社會生態系統角度審視濕地明智利用概念在台灣的實踐—曾文溪口濕地東魚塭之個案研究

碩士 / 國立成功大學 / 都市計劃學系 / 107 / In Taiwan, legal activities such as agriculture, fisheries and salt production can remain as the wise use of wetlands in assigned wetland areas acknowledged by Wetland Conservation Act. Although the government intends to avoid national wetland policies being banished from the local contexts in this way, there is no resolution to practical issues of wetland conservation and wise use exactly. Agrarian production and use of fisheries resources is a unique relationship between environment and human. We need to understand the role of different wetland actors, their participation in problem definition and the process of decision-making in wetland use, in order to realize the ideal and reality when implementing the wise use concept at particular wetland sites.
The study establishes a theoretical framework based on social-ecological system framework and action situations. It is used to analyse the circumstances of agrarian and piscatorial activities with the components of ecological environment, rules in governance and actors.
In the case of Eastern Aquaculture ponds, we find that wetland environment, capability of producers and economic benefits of products are main factors to determine the way of production. Government’s intervention fails to manage the wetland production because it neglects true benefits to wetland users and identifies use problem and wetland goal independently. Furthermore, we suggest that a board-mindedness procedure should be carried out when formulating the wise use concept. It will inspire various stakeholders to build a consensus on action plans.
