碩士 / 國立東華大學 / 公共行政學系 / 107 / The R.O.C.’s Organizational Act of the Executive yuan was enacted and promulgated in 1947, and was amended in 1949. However, with the situations’ changing and globalization, the Executive Yuan made the policy to reorganize itself so as to better make Taiwan more competitive and the government more effective in 1987.
Given that the R.O.C. is an island nation, the Executive Yuan established the Ocean Affairs Council as part of the policy to reorganize itself to better deal with maritime affairs and include the relevant agencies and units. The former Coast Guard Administration is affiliated with the Ocean Affairs Council and tasked with planning and implementation of maritime affairs. Meanwhile, new agencies were established, including the Ocean Conservation Administration.
On April 28 2018, the former Coast Guard Administration was affiliated to the Ocean affairs Council as part of the policy to reorganize itself and tasked with coastal security, marine resources conservation and defending the nation’s sovereignty over territorial waters. However, during the process of the Coast Guard Administration’s reorganization, its organization, structure, and tasks are changed and directed by the Ocean Affairs Council. The tasks, development, function have been analyzed in this study to better understand the influence of the agency’s reorganization on carrying out maritime affairs, and the relation between the Coast Guard Administration and the Ocean Affairs Council.
