碩士 / 國防大學 / 中共軍事事務研究所 / 107 / This study analyzed and explored People’s Liberation Army’s (PLA) recent “Long-distance Training ” in the perspective of Three Warfares (Legal Warfare, Public Opinion Warfare, Psychological Warfare). After Communist Party of China(CPC) laid out Three Warfares in 2003 “Political Work Regulations of the PLA”, CPC is able to integrate the national resources for carrying out political struggle without military force under the guidance of CPC’s policies. Supported by the increasing comprehensive national strength, Three Warfares possesses more and more various and powerful tactics, which can be found in the CPC’s official speeches and the Long-distance Training contents.
Since China’s aircraft carrier Liaoning for the first time sailing through Taiwan adjacent waters in November 2013, PLA Air Force and PLA Navy had conducted about 50 Long-distance Training which passed through Miyako Strait and Bashi Strait to the western Pacific Ocean by December 2018. The purpose of this training is to protect CPC’s growing maritime interests and to implement the strategy of Anti-Access/Area Denial. Because of the Long-distance Training over water, PLA can not only implement the training requirements of “Practical Operation”, but also release specific political messages by the weapon performance, training field, training timing and sailing/flight route, etc. As mentioned above, CPC can obtain an effective platform to carry out the Three Warfares against Taiwan.
This study shows that CPC applies the issues of Long-distance Training on the fighting with Taiwan with juristic, propagandist and psychological power. Under the framework of the "Anti-Secession Law" which was promulgated in 2005, CPC has reaffirmed continuously that the purpose of the Long-distance Traing is “improving the ability to safeguard national sovereignty and territorial integrity” and deters the separatist forces on purpose. Taking advantage of the mass media, CPC unifies statement to shape of public opinion and affects the cognition of global society and Republic of China (ROC). Finally, CPC releases their strong armed forces and fake training reports to influence the psychology of the ROC’s people. In that case, CPC can make turmoil by increase disagreements in ROC’s society to get favorable political situation finally.
